Before the Antietam Campaign: From Wilson County, he was commissioned Captain of Company B of the Second Regiment, North Carolina State Troops on 16 May 1861. In the Antietam Campaign: After Colonel Tew was killed in the Sunken Road on 17 September, Captain Howard was senior officer standing, and assumed command of the regiment. He was mortally wounded in action thereafter. The remainder of the War: He was promoted Major to date from 18 September, but died of his wounds on 4 October 1862. Originally "buried in Dr. Smith's field" on the battlefield at Sharpsburg. Probably reinterred at Hagerstown in about 1874.
